Kunstberg (or Mont des Arts), located in the historic center of Brussels is a hill that serves as home to several palaces including those belonging to Prince Koningsplein, Charles de Lorraine's Palace of Lorraine, Granvelle Palace, and Coudenberg Palace. It lies between Koningsplein and lower town including Grote Markt and historically was known as Hofberg between 15th-18th centuries; originally serving the Sint-Rochus neighborhood (sometimes referred to as Jodenwijk), this hill became part of Jodenwijk; prior to that it served Sint-Rochus neighborhood which had its beginnings as Sint-Rochus neighborhood (known also by another name), between 15th-18th centuries as Hofberg between 15th-18th centuries; initially home to several palaces such as Palace of Nassau, Charles Lorraine Palace Granvelle Palace et Coudenberg Palace During that period it also housed various palaces including Palace of Nassau ; Palace of Lorraine Palace Granvelle Palace; Palace on Coudenberg was situated on this hilltop during that period as well.

King Leopold II had grand plans of making Hofberg neighborhood into the cultural hub of his young nation during the first half of the 19th century, hoping to establish Mont des Arts or Kunstenberg in this neighborhood. To this end, numerous architects and urban planners were hired as consultants on designing plans for its transformation into an arts quarter; unfortunately due to financial issues and insufficient support from state bodies this city renewal project never moved forward, and the area remained neglected for approximately eight years before being finally developed by private entrepreneurs.

After Leopold II died, Parisian architect Pierre Vacherot was hired by him to give the area a temporary destination: a park featuring a monumental staircase decorated with fountains, waterfalls, and sculptures - thus becoming part of his lasting legacy a year after King Leopold's demise - inaugurated by King Albert I in 1910 and officially opened a year after Albert I died; shortly thereafter this plan for Kunstberg was revisited as the direct cause was the building of a Royal Library Albertina constructed by Maurice Houyoux and Roland Delers who also designed it alongside its Congress Palace counterpart Congress Palace/Dynsty Palace/Kongress Palace/Congress Palace/Dynsty Palace complexes all these developments took place with designs by Jules Ghobert while designing Maurice Houyoux and later Roland Delers;
