Prior to its annexation by Rotterdam on August 1, 1941, Hillegersberg and Schiebroek existed as separate municipalities. When elected neighborhood councils first came into being in Rotterdam in 1947 and 1948 respectively - one being established for Hillegersberg-Schiebroek along with non-political community development organization responsible for welfare tasks as well. Hillegersberg-Schiebroek neighborhood council then became submunicipal before being transformed into "area committee" status by 1983 before becoming submunicipal council then.

Schiebroek is an area located within its namesake polder that was originally planned as a garden city; it is the largest neighborhood. Hillegersberg-Zuid is home to many houses from the 1920s and 1930s; Hillegersberg-Noord comprises Oud-Hillegersberg as the oldest residential area and 110 Morgen, named for where it was constructed during 1950s; Terbregge lies either side of Rotte river with Nieuw Terbregge completed in 2005, while Molenlaankwartier mostly comprises postwar single family houses.

Since April 7, 2014, Hillegersberg-Schiebroek sub-municipality was replaced with an "area committee." Elected democratically by residents in April 2014, these members serve as eyes and ears of Rotterdam city government in this neighborhood.
