History of the park dates back to the year 1903, when park and landscape architect Louis Copijn designed the southern part of the park as an English Garden. The park was commissioned in 1903 by Jan Kol, the owner of Vlaer and Kol bank, and originally called "Tuin van Kol". Kol offered to maintain the park for the Zuilen municipality, but the municipality was unable to do so. Then he offered the park to the city of Utrecht with the promise that the land around it would also be developed as a public park (where Werkspoor was later established). The offer was withdrawn when a councilman suggested Kol was shifting maintenance costs to the municipality. Kol's descendants sold the park to Utrecht in 1928.

The park expanded in 1935 and was given its present form and name by landscape architect Krijn Vlaanderen. The park was very popular with the children of the surrounding working-class communities and was a true "people's" park. The park was renovated in 2003 and was declared a monument by Utrecht municipality in October 2014.
