Jeruzalem is a Watergraafsmeer neighborhood of Amsterdam-East, situated between Middenweg, Kruislaan, Gooiseweg embankment, and Hugo de Vrieslaan. Its name derives from its houses' white concrete walls and flat roofs resembling Jerusalem - giving this neighborhood its alternative moniker: Tuindorp Frankendael

This neighborhood and its houses were designed by city planners and architects Cornelis van Eesteren, Ko Mulder, Benjamin Merkelbach, Charles Karsten, Piet Elling and Mart Stam, and were constructed between 1950 and 1954. In 2010, this entire neighborhood was designated a national monument - it was the first postwar neighborhood to receive this status - because its architecture and city planning insights have later been utilized in building much larger Western Garden Cities; such insights include duplex houses with courtyard divisions as well as an Airey system construction imported from England.

Duplex houses were constructed as temporary solutions to address housing shortages following World War II, yet are noisy, small (average size of two-room houses ranges between 30 square meters to almost 40 square meters for three-room houses), and of poor living quality compared to their counterparts elsewhere in society. Burglary rates can also be high due to readily accessible gardens within this neighborhood.

In the 1980s, plans were initiated to renovate and modernize a neighborhood; these attempts failed due to resistance from residents, political division, unaffordable demands that conflicted with housing corporation needs, and unmet demands and wishes that were too great for them to meet. Planning for this project was resumed in 2006. As part of an extensive political-administrative process, three parties (the district, housing corporation Rochdale and National Service for Archaeology, Cultural Landscape and Monuments (RACM)) collaborated in 2008 on developing a plan that considered both monumentality of neighborhood elements as well as financial constraints and political administration requirements of Rochdale housing corporation and district requirements for an agreement which was then accepted by politicians as well as most residents.
