De Karosseer (formerly Vinkenslag) is a residential trailer park and industrial estate located in Maastricht's Randwyck district. Established in 1975, over time its number of trailers quickly outstripped what was initially intended. Businesses on site included demolition companies initially, with trade in second-hand cars later added. Due to this success, De Karosseer became one of the primary sites in Europe for secondhand car trade - however this success led to congestion as surrounding environments became polluted with pollution, while media began reporting stories that negative stories about De Karosseer.
Vinkenslag (then known as De Karosseer) was one of the Netherlands' largest residential trailer parks until 2004. Beginning in 2002, Maastricht Municipality began an ambitious renovation plan of Vinkenslag's property to meet new development plans; many residents had left by then; this change to De Karosseer would symbolize its "new start." Cleanup activities would end by 2009 with some remaining repairs completed during 2009.
De Karosseer often made headlines for negative reasons, including allegations of illegal cannabis cultivation and residents tapping electricity illegally on an industrial scale. Officials in De Karosseer were sometimes threatened by residents from Vinkenslag and intimidated if suspected residents attempted to paint an unfavorable picture during council meetings; utility company controls were prevented, police and tax inspectors' investigations were impeded, etc.
Mayor Gerd Leers stated that these problems were being caused by a small group of residents living in Vinkenslag. Multiple discussions with people from Vinkenslag took place in Maastricht city hall before on March 20, 2003, police raids found 37 locations where hemp was being grown or set up for growing weed, yielding over 12,000 plants seized and then destroyed by technicians from Essent's utility company; furthermore several illegal sheds were levelled to keep Vinkenslag as peaceful an environment as possible.
Mayor Leers advocated for a stringent approach in Vinkenslag and conducted a police raid as part of this strategy. After this raid, some camp residents felt as if Mayor Leers was conducting a witch-hunt against them and leading to Vinkenslag being perceived negatively by residents; however, Mayor Leers strongly refuted these claims, insisting they weren't grounded in facts.
